Philippines increases Fuel Surcharge during early April amid ongoing Middle East situation

“To mitigate the impact of the fuel price surge on air travel costs significantly affecting the riding the public and airline operations, the CAB, as an interim and temporary measure, shall adopt and implement a fifteen-day price monitoring and implementation cycle for the imposition of passenger and cargo fuel surcharge for domestic and international flights, instead of the one-month cycle, thereby temporarily suspending the application of Section 2 and 3 of Part II. General Provisions, and Timetable under CAB Resolution No. 25 (2022).”


Effective April 1-15, 2026, the fuel surcharge for domestic flights could range between PHP 253 (~USD $4.33) to PHP 787 (~USD $13.54). Depending on distance, the surcharge for international flights will be between PHP835.06 (~USD $14.37) to PHP6,208.98 (~USD $106.85).


The CAB noted the applicable USD (US Dollar) to Philippine Peso (PHP) conversion rate for the fuel surcharge during the period is USD $1 = PHP 58.11.  


The fuel surcharge will rise to Level 8 from the current Level 4. The surcharge at Level 4 for domestic flights range between PHP 117 (~USD $1.96) to PHP 342 (~USD $5.73). The surcharge for international flights will be between PHP385.70 (~USD $6.46) to PHP2,867.82 (~USD $48.05).


The shorter cycle of 15 days will allow a faster response to market changes reducing the lag between actual fuel costs and applicable fuel surcharge. The next and succeeding applicable levels shall be announced at least 3 days prior to it being effective, and the evaluation period shall transition to 15-days in accordance with the 15- day implementation period.


"This is intended to cushion the impact of fuel price volatility and manage increasing costs. The more gradual and incremental implementation of fuel surcharge to be collected from passengers can be a way of softening the impact of higher fuel surcharge increases, and enable faster reduction when fuel prices decline.”


Airlines wishing to impose or collect fuel surcharge for the same period must file its application with the CAB on or before the reflectivity period.
