Clark Airport 2nd runway project moves to detailed engineering design phase

Another step forward has been taken for the project to develop and build a second runway at the Clark International Airport – located north of the Philippine capital city of Manila – as the Philippines’ Bases Conversion and Development Authority (BCDA) awarded the detailed engineering design contract to a joint venture of Schema Konsult Inc. And South Korea-based Yooshin Engineering Corp.

Another step forward has been taken for the project to develop and build a second runway at the Clark International Airport – located north of the Philippine capital city of Manila – as the Philippines’ Bases Conversion and Development Authority (BCDA) awarded the detailed engineering design contract to a joint venture of Schema Konsult Inc. And South Korea-based Yooshin Engineering Corp.


The second runway project at Clark Airport – with a total project cost at around PHP206.9 million (~USD $3.35 million) – will serve as a backup runway at the airport, and support the increasing demand from logistics carriers and improve overall airport efficiency. The detailed engineering design phase is scheduled to be completed by 2Q 2027. Once the design is finalized, a BDCA will conduct a separate bidding process for the construction phase.


“By building a second runway, we are taking a significant step toward strengthening CRK’s operational resilience and long-term capacity. This development will build in redundancy to ensure uninterrupted operations, minimize the risk of disruption, and enhance Clark’s competitiveness as a premier logistics and aviation hub,” said BCDA President and Chief Executive Officer Joshua M. Bingcang.


Bingcang added: “More importantly, this development will benefit Clark and the wider Central Luzon region by enhancing connectivity for locators and businesses, while also generating more employment opportunities for the local communities as airport and related support services expand.”


BCDA expects the new runway to become operational by the 4Q 2029. Additional infrastructure developments such work on the taxiways, aprons, and utilities, are also being pushed forward in partnership with the Philippine Department of Transportation.


Once home to a former US Air Force base, Clark International Airport – located 80 kilometers (50 miles) northwest of Manila – is an alternative gateway to the Philippine capital city and the country. The airport served 2.75 million passengers in 2025, and is a hub for Philippine Airlines and Cebu Pacific. Logistics operators FedEx and UPS have previously announced plans to expand their operations at Clark.


Clark Airport is currently designed to handle around 8 million domestic and international passengers.
